Certificate of Obligation1. Document whose handover equals the transfer of ownership of goods (e.g. B/L, shipping note, negotiable warehouse receipt). 2. Request for delivery of the goods listed in the B/L or the delivery note and, at the same time, a declaration by which the consignee undertakes to pay the quay handling fee to the operator.
